RHNA Implementation

For the years between 2021 – 2029, the County is required to have developable land for the following number of units. See the progress of housing units built in the chart below.

How is the assigned RHNA calculated? 

For example, the Town of Springfield must accommodate 3,000 Very Low/Low Income Units, 1,500 Moderate Income Units, and 3,000 Above Moderate-Income Units as part of its RHNA. Like Placer County, Springfield is a Metropolitan Jurisdiction, so the land suitable for Very Low/Low Income development must allow at least 30 units per acre. Springfield must also identify properties that have existing infrastructure (water, sewer, etc.), and that property’s area is added to the amount of land required. If Springfield assumes that all its identified sites will develop to 80% of its possible capacity, it will need to have a total of 125 acres zoned for 30 acres or more to meet the Very Low/Low Income RHNA. It will also have to make sure it has land available to meet its Moderate and Above Moderate RHNA, but there are no requirements for the allowed density set by the state. The example breakdown is shown below:
