During the COVID-19 pandemic, Placer County is committed to public participation in County Government in a manner that is consistent with guidance provided by the County’s Public Health Officer and Governor Newsom’s Executive Orders.

Placer County has taken the following steps to utilize technology to encourage full but remote public participation during the Zoning Administrator / Parcel Review Committee Meeting. These steps are intended to protect everyone, especially those over 65 and those with other medical conditions.

The Placer County Zoning Administrator / Parcel Review Committee meeting will be conducted virtually and telephonically. It is scheduled to begin at 9:30 a.m. In compliance with the Governor’s orders on telephonic meetings, the public’s participation will be limited to the following means:

•Citizens who wish to comment may join the ZOOM video-conference link or dial in (web link and phone number listed above). Public Comment will be opened for each agenda item in the sequence, so be prepared to speak on the specific item you wish to comment on when the Zoning Administrator opens public comment for that item. 

•Each commenter is entitled to 3 minutes of comment time. Thank you for your patience as we work to preserve the safety and health of all meeting participants and ensure that each citizen who wishes to comment has the opportunity to do so.

•The public may always email comments to the Zoning Administrator / Parcel Review Committee Clerk adashiel@placer.ca.gov or mail the same through the U.S. Postal Service to the County, Attn: Zoning Administrator Clerk, 3091 County Center Dr., Auburn, CA 95603.

•All public comments received prior to 8:00 a.m. the day of the meeting will be provided to the Zoning Administrator electronically or in written format.

•Emails received through the Clerk’s email address above during the meeting become part of the record for the Zoning Administrator meeting and retained by the Clerk.

•Zoning Administrator meeting agendas are publicly posted for review on the county website at https://www.placer.ca.gov/AgendaCenter/Zoning-Administrator-Parcel-Review-Commi-20  

All members of the public are asked to adhere to the above guidelines as well as all guidance by the County Public Health Officer.

These steps are designed to make the Zoning Administrator meeting accessible to everyone in a safe manner. Placer County officials have evaluated these meeting procedures following the March 24th Board meeting in order to continue to improve our remote public participation process. Please also be patient with us as we adjust to changes in process which are continually being provided by the County’s Public Health Officer and the Governor to further protect the public during the COVID-19 emergency.

“It’s important for Placer County to conduct its business to ensure essential services for our citizens,” said Board Chair Bonnie Gore. “We’re doing everything we can to facilitate social distancing and urge residents to take advantage of other methods to address the board versus attending meetings in person.”

Placer County is committed to do its part to limit coronavirus spread and has also reduced public counter service until further notice, providing online and phone services as alternatives. Essential services such as law enforcement, fire / emergency services, garbage, recycling, water, child protective services and wastewater continue.

Placer County declared a local health emergency and a local emergency March 3,2020 to ensure public health professionals have all necessary tools at their disposal to protect the community from COVID-19. Placer’s ongoing COVID-19 response will continue uninterrupted by the office closure.

Appeals

Appeals shall be in writing, and can be submitted online using E-Services to file an Appeal and payment; however, during the COVID-19, there is also a Drop Off bin outside the secondary lobby doors where a hard copy of the Appeal using the Universal Application Form and Appeal Form, as well as accompanying documentation can be placed before 3 p.m. Monday – Friday, excluding holidays.  An email will be sent with the link to make your payment online.
